What Is Pool Construction?

A new pool is one of the most significant outdoor investments you can make on a South East Queensland property — and one of the most complex to execute well. Getting the right result means coordinating excavation, pool shell construction, hydraulics (plumbing), electrical, coping and surrounds, compliant pool fencing, paving and decking, landscaping, lighting, and equipment commissioning — all sequenced correctly and all meeting Queensland's building and safety requirements.

Queensland's pool safety laws are mandatory and non-negotiable. Under the Queensland Development Code and AS 1926.1, all residential pools must be fenced with a non-climbable zone of 1.2 metres, self-closing and self-latching gates that open away from the pool, and no climbable objects within the non-climbable zone. A Pool Safety Certificate must be obtained from a licensed Pool Safety Inspector before the pool can be used, and is required again for any sale or rental of the property. Non-compliance is a serious liability and a legally enforceable obligation. Every pool we construct leaves site fully compliant and with the pool safety certificate in hand.

Council Development Approval (DA) is required for all new pools across SEQ councils. The DA process covers the pool structure, pool fencing, and impacts on site drainage and adjoining properties. Engineering certification of the pool shell is required by the certifier. We manage the approval process as part of the project — you do not need to navigate council requirements yourself.

Pool surrounds are as important to the finished result as the pool itself. The paving, decking, or combination of materials around the pool sets the aesthetic tone and determines the day-to-day comfort and safety of the space. In SEQ's climate, material selection for pool surrounds is critical — travertine is the premier choice for its naturally cool surface temperature underfoot, and we discuss material options in detail during design.

Pool Types — Which Is Right for Your Property?

There are several pool types available in SEQ, each with different cost, construction time, design flexibility, and long-term maintenance characteristics. Here is a plain-English comparison.

Fibreglass Pool

$35,000–$55,000 (completed installation)

Fibreglass pools are manufactured off-site in a factory to pre-set shapes and sizes, then craned into the excavated hole and connected to the hydraulic and electrical systems on site. The smooth, non-porous gelcoat surface resists algae better than concrete, requires fewer chemicals, and is easy to clean. Installation takes 2–6 weeks once approvals are in hand. The most popular residential pool choice across SEQ due to speed, cost, and low maintenance.

Concrete Pool (Gunite / Shotcrete)

Concrete pools are built entirely on site using reinforcing steel set to the designed shape, then sprayed with high-pressure gunite or shotcrete concrete. This method allows fully custom shapes, sizes, and depths that are impossible with fibreglass. The interior is finished with plaster, pebblecrete, glass tiles, or ceramic tiles. The premium residential option for large, uniquely shaped, or architecturally designed pools.

Plunge Pool / Splash Pool

Plunge pools are compact pools — typically 3–5 metres long and 2–2.5 metres wide — designed for cooling off, relaxation, and water play rather than laps or family swimming. Fibreglass plunge shells are the most common. Ideal for urban properties with limited space. Lower cost, faster to build, and require less ongoing maintenance chemical volume due to smaller water volume.

Suited to properties with a long narrow yard profile. Often includes an underwater treadmill or swim jet system for resistance swimming in shorter lengths.

Above-Ground Pool

Above-ground pools do not require excavation and are the lowest-cost entry point into pool ownership. They are not permanent structures and do not add property value. Pool fencing is still required under Queensland law. Not recommended for clients wanting a permanent pool — they have a limited lifespan, do not suit SEQ's aesthetic expectations for the outdoor environment, and will not be reflected in property value at sale.

Infinity Edge / Overflow Pool

Infinity edge pools create the visual effect of water extending to the horizon by allowing water to flow over one or more edges into a catch basin below, which is then pumped back into the main pool. They require specific site conditions (typically an elevated position with a view), structural engineering for the catch basin and overflow system, and precision construction. The most visually spectacular pool type — and the most complex and expensive to build correctly.

Our Pool Construction Process

  1. Design Consultation & Site Assessment

    We meet on site, discuss pool type, size, and style preferences, review site constraints (block size, slope, soil type, existing infrastructure), confirm budget parameters, and develop a design concept. We advise on what will and will not work on your specific block.

  2. Council DA & Engineering

    We lodge the Development Application with the relevant council, coordinate engineering certification of the pool shell design, and manage the approval process. This typically takes 4–8 weeks depending on the council and application complexity.

  3. Excavation & Pool Shell Construction

    Site is excavated to the designed pool dimensions. For fibreglass, the pre-formed shell is craned into position and backfilled. For concrete pools, reo bar is set, the shell is shot or poured, and the structure is allowed to cure before finishing. Hydraulic plumbing and electrical conduits are installed during this phase.

  4. Coping, Surrounds & Fencing

    Pool coping is installed around the pool perimeter. Paving, decking, or combination surrounds are constructed to the agreed design and material specification. Pool fencing is installed to AS 1926.1 requirements with compliant self-closing, self-latching gates.

  5. Landscaping, Equipment & Commissioning

    Landscaping, planting, irrigation, and lighting are completed to the agreed design. Pool equipment (pump, filter, chlorinator or saltwater system) is installed and commissioned. The pool is filled, balanced, and you receive a full handover including the Pool Safety Certificate and equipment manuals.
